The news release of Franklin Financial Services Corporation, dated July 22, 2025 and attached as Exhibit 99.1, announces its earnings for the three and six months ended June 30, 2025 and is incorporated by reference herein.

Item 8.01 Other Events

On July 17, 2025, the Board of Directors of Franklin Financial Services Corporation declared a $.33 per share regular cash dividend for the third quarter of 2025. This compares to a $.33 per share regular cash dividend for the second quarter of 2025 and represents a 3.1% increase over the third quarter 2024 dividend of $.32 per share. The regular quarterly cash dividend will be paid August 27, 2025 to shareholders of record at the close of business on August 1, 2025.
